since ice is just a state of matter water can be in, could you just keep using what are the same compounds in our reality and reforming it on a mechanical level then using that to make a completely new element? like could someone crush ice to make snow and then make a new element out of it?

i want to do a worldbuilding project where particles work differently from our reality so elements are also very different

instead of a magic system, there is just completely different technology, because things like electricity work entirely differently

it would be a very ambitious project and I don't think it's something that i could get away with in the context of Cheelacka County (because one of the rules of that project is that regardless of how weird things in Cheelacka County are I have to avoid making anything that would affect the world outside of the county in any major way)
